When I visited the United States in 2012, I attended a meeting between the governors of China and the United States in Los Angeles. In 2013, I met with representatives of both parties who participated in the Second Provincial Governors Forum in Beijing. Everyone talked about local cooperation and provided suggestions for the development of relations between the two countries. I still remember it. 曾 I have worked in the locality for a long time. I know the responsibility of local leaders and the difficulty of work. I also know that local cooperation plays an important role in developing state relations. In the final analysis, state-to-state relations require the support of the people and ultimately serve the people. The place is closest to the people. The success of local cooperation is related to whether national-level cooperation can take root. For this reason, I have always attached great importance to Sino-US local cooperation. Over the past 30 years, the development of Sino-US relations has benefited from the support of the local and people of the two countries. In the future, it will still depend on the local and benefit the local. I am glad to see that in recent years, China-US local exchanges and cooperation have shown a new and vigorous development trend. China's 31 provinces, autonomous regions and municipalities have established 43 pairs of sister provinces and 200 pairs of sister cities with 50 states in the United States. In the past 10 years, 42 US states ’exports to China have increased by three figures. According to US statistics, China's investment in the United States over the past five years has averaged more than $ 8 billion, and the growth rate is still accelerating. Today in the five states of the United States, China is your top four export market and the country of origin of major international students. At present, China-US relations have maintained stable development in general, and pragmatic cooperation in various fields has been deepened. I am here this time, hoping to have in-depth exchanges with President Obama and all walks of life in the United States, and plan a blueprint for the development of relations between the two countries. From an international point of view, economic globalization continues to develop in depth, new breakthroughs are brewing in industrial upgrading, and various production factors are accelerating to flow around the world. Against the above background, local exchanges and cooperation between the two countries have a broader world. First of all, the two sides must make effective use of the opportunities brought by the huge economies of China and the United States. Scale is business opportunity. China and the United States have the status of the world's top two economies, which in itself is a huge treasure for cooperation between provinces and states. As the world's largest economy, the United States has a vast market space and is extremely capable of absorbing external goods, investment, and talent. From the perspective of China, we have a population of more than 1.3 billion, and the populations of Shandong and Sichuan are close to 100 million. The total population of the 6 provinces and cities here is equivalent to the total population of the United States. We are vigorously promoting new industrialization, informatization, urbanization, agricultural modernization, and implementing an innovation-driven development strategy. This process will generate massive demand for external goods, technologies, and services. In the next five years, China is expected to import US $ 10 trillion in goods, foreign investment will exceed US $ 500 billion, and the number of outbound tourists will exceed 500 million. We welcome enhanced cooperation between US states and China. Second, the two sides must share the favorable policies of reform and development of China and the United States. Change is the tide of the world today. China will unswervingly continue its reform and opening up, and various areas of China are currently exploring reform and opening up. The United States has worked hard to adjust the economic structure, adopted policies such as "re-industrialization" and manufacturing return, and has formulated many strategic plans to encourage scientific and technological innovation and industrial upgrading to promote sustained economic recovery. Some states have introduced a number of methods for attracting investment, and the conditions are even more favorable than ours in the 1980s. This will create opportunities for cooperation. We encourage more Chinese places to go to the United States to carry out higher-level exchanges and cooperation to realize their own development and further benefit the local society. China is formulating plans for economic and social development during the 13th Five-Year Plan period. We will work hard to implement a new round of high-level opening to the outside world and accelerate the establishment of a new open economic system. In this regard, we encourage some qualified regions to try first. For example, we set up four free trade pilot zones in Shanghai, Guangdong, Tianjin, and Fujian, and adopted a management model of national treatment plus negative list before admission; we opened six service industries in Beijing including finance, tourism, and medical services to foreign investment Pilot, wait. Third, the two sides must work hard to explore the potential of complementary local advantages between China and the United States. Taking advantage of them is the key to successful cooperation. The areas of advantage in China and the United States have their own characteristics and are highly complementary. The two sides should adapt to local conditions, "Eight immortals cross the sea, each show their magical powers." For example, Iowa is known as the “Granary of the United States”, and Oregon is also an important agricultural region in the United States. It can strengthen cooperation with major agricultural provinces such as Shaanxi, Hebei, and Heilongjiang. California-based Hewlett-Packard [weibo] has a global computer production base in Chongqing, and the two sides can deepen cooperation around the information industry. Michigan is the largest motor vehicle production location in the United States. The six provinces and cities in which China is present are actively developing the automotive industry, and the two sides can discuss more cooperation projects. Both parties can also actively explore and open up third-party markets. China is vigorously promoting the construction of ecological civilization. This is also a key direction of our 13th Five-Year Plan. Roughly calculated, we have invested nearly 200 billion US dollars in environmental protection each year in these years, and environmental protection investment in various places is growing rapidly. In this regard, China needs and has a market, and the United States has technology and experience. Washington State has advantages in environmental protection and coastal protection, so it can strengthen cooperation with some major environmental protection investment provinces or coastal provinces in China. The first China-U.S. Climate Smart / Low-Carbon Cities Summit held in Los Angeles not long ago also worked well, with many local provinces and states reducing emissions targets ahead of national targets and playing a leading role. Such efforts deserve recognition and encouragement. The exchange and cooperation in local environmental protection between the two countries should become an important aspect for China and the United States to work together to combat climate change and promote sustainable development. I attach great importance to China-US cultural exchanges. "The closer the relatives get closer, the closer the friends get closer." The more frequent people-to-people exchanges between China and the United States, the stronger the foundation of friendship between the two countries, and the more prosperous the cooperation will be. Provinces and states should carry out exchanges and cooperation in a wide range of fields such as education, tourism, sports, and youth, and support more walks and frequent exchanges between people from all walks of life and the people. Employment is a matter of great concern to the governors of all provinces. Through these cooperation, we must promote growth, create employment, and benefit the people. 来 Each of China's provinces and cities today has dozens or hundreds of colleges and universities, and some provinces have more than one million students. In 2006, when I was working in Zhejiang, I attended the signing ceremony for the establishment of Wenzhou Kean University in cooperation with Wenzhou University and Kenneth University. After years of hard work, Wenzhou Kean University was formally established last year and is now operating well. There are also nearly a hundred primary and secondary schools in Zhejiang Province that form sister relationships with schools across the United States and have active exchanges. The two sides should explore various forms of educational cooperation and jointly cultivate high-quality talents for the future. The Chinese side will support a total of 50,000 international students from the two countries to study in each other ’s countries in the next three years. The United States will also strive to achieve one million American students learning Chinese by 2020. The two countries will host a tourism year in 2016. These measures will provide more platforms for cultural exchanges between the provinces and states of the two countries.
